NARSA says the December deadline does not apply to every vehicle. Here is how to check which rule applies to your car.

NARSA has stepped in after inaccurate information suggested that every vehicle currently on the road faced the same deadline.
Most owners with an older plate used only inside Morocco do not need to act before December. However, drivers using the older international plate arrangement, with Latin characters and a separate “MA” sign, do face an end-of-year deadline.
The rule depends on the plate fitted to the vehicle, how the vehicle is used and whether it is changing owner.
NO, THE DEADLINE DOES NOT APPLY TO EVERY CAR
Morocco introduced a unified number plate model through Ministerial Order No. 640.26.
The order was signed on 26 March 2026 and published in Official Bulletin No. 7531 on 3 August 2026. It amended the existing rules for registering motor vehicles and trailers.
NARSA’s latest statement is a clarification of those rules, not another reform.
The agency said it was incorrect to claim that every number plate currently used in Morocco must be replaced before the end of December.
Different transitional rules apply to different vehicles. Some existing plates may remain in use until the vehicle’s first transfer of ownership. Older plates used for international circulation may remain valid only until 31 December 2026.

FIRST, LOOK AT THE PLATE ON YOUR VEHICLE
The quickest first check is to look at the plate and any separate country sign on the vehicle.
An older plate intended for domestic circulation may display the normal registration details without a Latin transcription of the Arabic series letter.
The older international arrangement is different. It includes Latin characters and is accompanied by a separate national identification sign displaying “MA”.
That separate sign matters. NARSA is not saying that every plate containing the letters M and A faces the December deadline. Its clarification specifically concerns normal-series plates intended for international circulation, containing Latin characters and accompanied by an “MA” identifier separate from the plate.
The new unified model removes the old distinction between national and international formats. It displays the Arabic series letter with its official Latin equivalent and incorporates “MA” into the plate.
Drivers should use an official NARSA illustration when comparing formats. Unofficial images may omit the details that determine which rule applies.

WHICH VEHICLES CAN KEEP THEIR EXISTING PLATES?
Owners of vehicles in the normal registration series with older domestic-use plates do not face a general December deadline.
Ministerial Order No. 640.26 says plates already in use before the order took effect may continue to be used until the first transfer of ownership for vehicles carrying normal-series plates.
NARSA’s clarification identifies these as plates without Latin characters used for circulation within Morocco.
That does not make the plate valid indefinitely. Its transitional validity is linked to a specific event, the first transfer of ownership.
A damaged, unreadable or otherwise non-compliant plate is a separate matter. The clarification about the December deadline does not override other requirements concerning the condition or legibility of a plate.
Owners who are uncertain about their format should ask NARSA or the competent registration service before paying for a replacement.
WHO DOES FACE THE 31 DECEMBER DEADLINE?
The December deadline applies to a smaller but important group.
It covers Morocco-registered vehicles in the normal series using the older plate arrangement for international circulation. NARSA describes this arrangement as including Latin characters and a separate “MA” sign.
These plates remain valid until 31 December 2026. The official transition therefore ends after that date for this category.
Drivers planning to take such a vehicle abroad in 2027 should confirm the replacement procedure early enough to obtain the unified model before the transition expires.
Neither the transitional provision nor NARSA’s clarification sets out a specific new fine, insurance penalty or vehicle-seizure rule for 1 January 2027. Claims about such consequences should not be accepted without an explicit official announcement.
WHAT HAPPENS WHEN A VEHICLE CHANGES OWNER?
For an older domestic-use plate, the first transfer of ownership is more important than 31 December.
A transfer normally occurs when legal ownership passes from one person or entity to another, commonly through the sale of a vehicle.
The official text says the existing normal-series plate may continue to be used until that first transfer. The plate requirement should therefore be addressed as part of the official ownership-transfer procedure.
This is especially important for buyers of second-hand cars. A locally purchased used vehicle that is already registered in Morocco should not be treated in the same way as a newly imported car.
The official material reviewed by MTD does not establish one universal plate price or processing time for every transaction. Buyers and sellers should confirm the required documents, current charges and expected timetable with the competent registration service before completing a sale.
WHAT ABOUT NEW AND IMPORTED VEHICLES?
The unified plate applies to new registration operations following publication of Ministerial Order No. 640.26 on 3 August 2026.
A new vehicle bought in Morocco and registered after that date should receive the unified model through the registration process.
The same model applies when a new or used vehicle imported from abroad is registered in Morocco.
This number plate reform does not determine customs duties, import taxes or vehicle-approval requirements. Those procedures must be checked separately.
Mopeds, light motor tricycles and light motor quadricycles follow another timetable. The provisions concerning them take effect on 1 January 2027. From that date, existing ownership documents and plates remain valid until the first transfer of ownership, or until the first request for a duplicate or replacement ownership document.
Owners of motorcycles, trailers, diplomatic vehicles or other special registration categories should confirm the rule applying to their exact vehicle. The normal-series guidance should not automatically be applied to a special plate.
BEFORE PAYING FOR NEW PLATES, CHECK THESE DETAILS
First, identify the plate currently fitted to the vehicle. Check whether it was intended only for domestic circulation or prepared for international travel.
Look specifically for Latin characters and a separate “MA” sign. If both are present and the vehicle uses the older international arrangement, the December deadline is likely to apply.
Next, establish whether an ownership transfer is taking place. That event may trigger the transition for a domestic-use plate even though the general December deadline does not apply.
Before ordering a replacement, contact NARSA or the competent registration service. Confirm the required model, the official procedure and the applicable price.
Keep the invoice and all vehicle registration documents after the work is completed.
ONE DEADLINE, DIFFERENT RULES
The date of 31 December matters, but it is not a blanket deadline for every vehicle owner in Morocco.
Existing domestic-use plates without Latin characters may remain valid until the first transfer of ownership. Older international-use plates with Latin characters and a separate “MA” sign remain valid only until 31 December 2026. New registrations and imported vehicles follow the unified model.
Before ordering new plates or paying a supplier, identify your vehicle’s category and confirm the requirement through NARSA. One official check could prevent an unnecessary or premature payment.
